Sorry, no one here will know if/when a new Version will be released.
Given that iOS8 is due to be released 'this fall', if there is a 7.1.3 it'll be sometime between now and 'this fall'.....cause once iOS8 comes out there will be no more iOS7 anything releases.
I'm not sure about older models, but Apple will maintain 5.1.1 for the iPad first gens, 6.1.6 for the iPod 4th gen (and whatever models of iPhone that run them) and then iOS8 for iPod 5 and iPad 2+..
there might not be an ios 7.1.3 apple said they would release it this month and it's close to thanksgiving and they still haven't even announced an official date yet so proably not.
It is january now and they said it is confirmed to be out in november 2014. How is it 2 months late?
iOS 8.1.2 is the current version.

i have an iphone 4 so i cannot upgrade to ios 8.
Then you are stuck with the latest iOS7 version. They will not update iOS7 any further.

on the internet they said it is confirmed that apple stated that it will be relased which will fix bugs and battery drainage.
Apple does not pre-announce updates to iOS. Any information posted on the Internet would have been nothing more than rumours and speculation.
Then ask whoever wrote that "on the internet"... because Apple never said any such thing.

Oh, on the internet. The same place that says that aliens are walking amongst us? WHERE on the internet? If it was not the official Apple site then it was heresy or rumour and will never be released.
