I want at template with the ruler on by default. My searches show results for earlier versions of Pages, and they say simply to save as template and voila. That makes intuitive sense, but when I do this in 5, the new document opens with no ruler. No voila. What am I missing?

Probably Pages '09 in your Applications/iWork folder.

I'm not sure what you mean by that. I'm not missing a template, I'm trying to create one that shows the ruler by default. When I create my page with the ruler and "save as template," the ruler doesn't save.
Pages ’09 v4+ will allow you to save a template with show rulers enabled. New documents created from that template have rulers enabled.
Pages v5(.2) does not support this capability. You will have to manually show rulers when creating new documents from your template.
