How do I cancel an Ottawa Citizen newspaper subscription that comes into my Newstand on a free app? I am being charged $12.99 a month and no longer want to read the paper on my iPad. The Citizen has no record of my subscription and the bill comes through the iTunes Store.

Thanks, but I've been this route a number of times, including contacting the newspaper directly. They tell me I should deal with Apple. If I deactivate the free app on the iPad, will that cancel the subscription?
P.S. There is no record of a subscription in my Accounts.
If by 'deactivate the free app' you mean deleting the app then no, if you are currently subscribing to it then that will not affect it.
if it's not showing on your iTunes account (you've checked on both your iPad and computer's iTunes, and you only have the one account ?) then try contacting iTunes Support and see if they can find it and cancel it : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
