Setup the AE in isolation from the DSL modem.. it should be in bridge mode.. and create a wireless network.. update the AE.. then plug WAN port AE to the modem DSL lan port.
Apple try to force their routers to take over.. so nowadays you need to use some force.
Airport utility on a windows machine may not work.. use iOS or mac version.

What model number? If you have the new "tower" shaped AirPort Extreme, Windows Vista (which you indicate that you are using) cannot be used to set up the AirPort Extreme. Please confirm.

If your "modem" looks anything like the illustrations in this example........you have a modem/router.....not a simple modem. Please confirm.

Hi I have the same problem except I have the fifth-generation airport extreme I'm running Mavericks on my Mac PowerBook. It keeps dropping my connection and I've had to go solely with the Winnstream seeds COM router that has an antenna it is all black the newer model. Everything is Apple in my house I have my Vizio TV on my Apple network to Apple TVs to printer to computer both Max and two iPhones this is drivingthis is driving me crazy I need to fix because it is making me use their W PA and the sage, modem and that my airport network. Please help thank you Katie
Try using the apple wireless diagnostics.. you need to give me screenshots to help more.. it is hard without full network details.

Sorry about all the errors in spelling from my previous post. Was using my iphone 6+ voice as this app wouldn't let me type for some reason.
OK I have Apple only since 1984. I used to be tech professionally and set up a lot of wired networks. But have had wifi since it came out with the first round airport base station and haven't looked back since, Amazing how much stuff you forget when plug and play just keeps getting better and better LOL.
OK Now what I did (and I knew I was going to have problems when I HAD to take the new Windstream DSL modem/router . I'm in 'off Bridge Mode: as suggested by the tech that came out and insisted I "had to have the new DSL modem/router black with big green W as their equipment will keep dropping me if I don't" I told him you'd better look at google because the Apple airports all have problems with this modem/ router. His response was "there are a lot of Apple people with this new router and we don't get any complaints" Yeah right I said LOL Now that was a few weeks ago.
But it all started slowly after a couple of weeks dropping the connections just on my airport express's around the house first. Geez I have a lot of wireless stuff. 2 wireless printers, smart TV, Smart Denon AVR, Smart Blue Ray, 2 apple TVs 1 first gen and the latest black gen. 2 iPhones, 2 Mac book Pros and an iPad 2. Still have Maverics OS 10.9.5 on my MacBook Pro and 10.6.8 on the other as it is older . I always wait until most of the bugs have been fixed in the new operating systems before I will upgrade.

OK what I did this morning was the old time fix of, powering everything down, shutting off wifi on everything. I did let it sit unpowered while I had a cup of coffee .
1 Powered up the 5th Generation Airport Extreme and Winstream DSL modem/Router.
2 Powered up my Mac Book Pro running 10.9.5
Things looking good, running normally so far
3. Got a connection on my Airport wireless network and downloaded all the mail.
4. Saved my Airport Extreme base station config file to the desktop.
5. Came straight here to see if anyone posted back to my plea.
I believe this is only a temporary fix and some settings and or/hardware connections will have to be changed to make this permanent.
Any suggestions will surely be appreciated to getting a permanent fix for this aggravating time consumer. . Darn getting old.....I haven't had to enter network configurations for a long, long time. Seem like I forgot a lot of stuff.
I have a feeing it will degrade again unless I change something LOL
