IPAD screen goes blank and will not charge when connected to charger. It does not matter whether using the USB charger or whether it is connected to the computer USB port.
iPad (4th gen) Wi-Fi + Cellular, iOS 7.1.2
Try resetting the iPad by holding the home and power keys down until the Apple logo appears (15-20 sec).

USB ports on computers usually do not provide enough power to charge an iPad, so that is normal.
As for the charger, are you using the charger that came with your iPad? A different one? Is so which one?
I am using the charger that came with the iPad. I swapped out the cord and I have the same problem whether I use the USB port on the computer or the iPad Charger connected to the wall.
As I said the USB ports on computers will not provide enough power for the iPad to charge. So that's not really relevant.
Have you tried a different charger? Can you borrow one to try?
You can go to an Apple Store and have them test your charger with another iPad, or your iPad with a different charger to rule out possibilites.
Your battery may be completely drained. If so it may take some time on the charger before the iPad responds. Plug the iPad into the charger that came with the iPad and plug that into a known good wall outlet. Wait one hour then reset your device. Press and hold the Home and Sleep buttons simultaneously until the Apple logo appears. Let go of the buttons and let the device restart. If the iPad starts up let it continue to charge until the battery is at 100%. If the iPad still does not start Make an appointment at an Apple Store to have your device examined by a technician. Or contact Apple Support.
I have left iPad charged overnight with both options and it has not recharged. New cord was used also and should have charged by the charger or the computer USB port. I have made an appointment at the Apple store tomorrow afternoon.
