IPAD will not charge when connected to USB charger or computer

IPAD screen goes blank and will not charge when connected to charger. It does not matter whether using the USB charger or whether it is connected to the computer USB port.

iPad (4th gen) Wi-Fi + Cellular, iOS 7.1.2

Your battery may be completely drained. If so it may take some time on the charger before the iPad responds. Plug the iPad into the charger that came with the iPad and plug that into a known good wall outlet. Wait one hour then reset your device. Press and hold the Home and Sleep buttons simultaneously until the Apple logo appears. Let go of the buttons and let the device restart. If the iPad starts up let it continue to charge until the battery is at 100%. If the iPad still does not start Make an appointment at an Apple Store to have your device examined by a technician. Or contact Apple Support.
