Without the correct Apple ID & password, the iPhone is useless.
There is no reform or restore, there is no help at all.
He will need to remember the account that he used in Settings > iCloud on it, or be able to find/recover the account - if he can't then he/you won't be able to activate the phone or remove the phone from the account

There is no workaround for Activation Lock. The iPhone is useless
