I put my phone in recovery mode because I wanted to try to free up space. It seems that Activation Lock is now broken?????????/ How? It does not prompt me to enter a previous persons apple id and password to activate. It just automatically activates itself. I have Find My Iphone turned on and signed in with my apple id but each time i "erase content and settings" it does not prompt me for my apple id and password to activate. What did I do?
iPhone 4S, iOS 7.1.2
Each time I erase content and settings on my iphone, I get an email:

What is wrong with Activation Lock?????/
The first time I restored it was by holding the home button down and plugging it into the computer. It seemed to break activation lock.
When I tried to erase all content and settings, I was asked for my Apple ID and password to disable Find my iPhone before it would let me erase. iPhone 5S, iOS 7.1.2.
When put in Recovery Mode, the phone will restore but should not be able to reactivate without the password. I would assume that yours is an isolated case and I recommend you take the phone to Apple so they can investigate.
When I choose erase contents and settings, I am prompted for my Apple ID and password, however; activation lock does not show up right after the Hello screen. It goes right to "choose a language."
Oh, I see. Then it's working as normal. Activation Lock won't show up until after a Wi-Fi network is joined. After the Hello screen, you'll be asked about a few settings, i.e. language, and I believe Location services, and then you'll be asked to join a Wi-Fi network. It's after this step that the phone will try to activate, and encounter Activation Lock.
Scratch that. The above is true for when you restore in Recovery Mode, as you are not asked to disable Find my iPhone first. However, if you choose Erase All Content and Settings, Activation Lock is disengaged when you enter your Apple ID and password. Activation Lock is meant to prevent an unauthorized person from using your phone. They wouldn't be able to erase the phone without your Apple ID and password. By entering the password, you are essentially authorizing the erase and authorizing the phone to be set up as new.
This prompt is disabled from my iPhone. looks like a thief can now do what he wants with my iPhone. How did I disabled the safety feature?
Forget the first photo I posted. The Linked photo is the one that never appears. How did that safety feature get disabled? i accidentally hit "this helped me above." That was a mistake. I am still having problems.

You entered your AppleID and Password and disabled FindMyiPhone in the previous step so there is no Activation lock. You turned it off.
When you used the 'Erase All Content & Settings' option under Settings > General > Reset, that wipes the device clean and sets it up as new without Activation Lock. That's why it makes you put in your Apple ID password, for whatever Apple ID is used on the device under Settings > iCloud.
This is normal behavior. Only by using the Apple ID password, either on www.icloud.com, or on the device under Settings > iCloud: Find My iPhone: OFF, or Settings > General > Reset > Erase All Content & Settings, can you disable Activation Lock/Find My iPhone.

By entering your AppleID & Password when you erased it.

You disabled it when you entered your AppleID & Password to erase the iPhone.
A thief would also have to enter your AppleID & Password or they would get the Activation Lock screen.
