can I send/receive messages using iPad Mini 2 cellular?

How to send/receive messages on my iPad Mini (retina) wi fi Cellular iOS 7.1.2.

I am not asking for iMessage.

You cannot send SMS messages natively form an iPad even if it is Cellular. You can only send iMessages.

If you need to send SMS , you need a 3rd party App for that. Typically these Apps assign you a number (unrelated to that of your iPad's data plan) where you can be messaged and from where you can message. For example:
