After I upgrade my iPad mini retina (A1490) to iOS 8, I found all my apps cannot update in AppStore.
Neither clicking on the 'update' button for each app nor 'update all' in AppStore will work, and no progress was made, just the round indicator circling forever.
Has any one met this problem and know what is going on?

Identical problem. iPad air can't update about 10 apps. iPad Mini is fine. Both IOS 8. Updates stopped working on Friday 9/19 in the morning. Had worked previously.

I make a hard reset to the iphone and try to update a app
it work.
You can try to log out and then log back into the App Store.
I'd also just be patient. There are millions of new iPhone users either buying new or trying to update their apps. There are also a lot of updates coming out due to the iOS8 update.
There a lot of demand on those servers right now, and have been since Wednesday
I am having the same problem with both my iPhone 4s and iPad since I have upgraded to ios8. I also tried a reset on the phone and still doesn,t work.
BUt out my sons 4s work fine on updates?
FIXED!
Complete backup, complete erase (erase all content and settings), complete restore.
FWIW, it got stuck in the middle of the restore while restoring an app.... Disconnected the cable, waited a minute, reconnected the cable and it picked up with the rest of the restore.
All good so far.
II tried a complete restore on both my iPhone 4s and iPad but same thing will not update apps or even install new apps.
Not working 😟
But strangely, my another iPad4 can update and install new apps without doing anything like full backup/restore, but its version is 7.1.
Maybe this is a system-version-related issue?

Ugh! We shouldn't have to go this extreme to get something to work. Very annoyed by this.

Same problem on iPhone 5. apps are displayed but gray and will not download or re-install...
Have tried powering off, hard reboot, re-hooked to the computer...nothing. ONly have the apps that come with the ios.

Did you do the "erase all content and settings" before performing the restore?? That was the key for me. I had tried all the "normal" things, reboot, hard reboot, etc.
It had trouble even during the complete restore - it stalled at one particular app for a long time (15-20 minutes). I disconnected the lightning (USB) cable, waited 30 seconds, reconnected and it picked up the restore.
Still painful as most of my application data had to be restored through each app. Kindle books reloaded, etc.
FIXED by hard reboot and restore as a brand new device. (not through a downloaded firmware but directly by iTunes downloading and restoring)
My iPad air - which was fixed earlier in this thread is now broken again. Cannot update apps and cannot load and update to IOS 8.0.2.
Looks like another full backup / delete / restore.... <sigh....>
