I'm having trouble installing iCloud 4 on a window 8.1 laptop

Ditto here. Cannot install Icloud. Brand spankin' new Lenova Yoga 3 pro convertible with win 8.1 pro 64 bit that I started setting up yesterday 12.12.14. Installation starts out seemingly fine, then same message right at the end (just in case you get excited and think you are almost done), then a rollback and no installation. !!!!!! Have been unable to find any solutions after hours of searching. Simple software installation should not turn into hours of frustration or require any special skills. How about a fix Apple??

I found this solution. While it is not the latest version of Icloud, at least it is there and it works. I have my contacts, calendar and IE tabs on my new computer and syncing normally. This is what I got from a tech site online;

1. Uninstall the current version of iCloud that is
installed on your computer (if any) [I had no version on mine]
2. Restart the computer
3. After the restart, delete these two folders:
C:\Program Files (x86)\Common Files\Apple\Internet Services
C:\Program Files\Common Files\Apple\Internet Services
[Note - I did not have these files on my computer because I uninstalled itunes, updater and any other apple program when I started to have the problem with icloud. so these files must have been removed as part of those unistalls through windows control panel, programs and features]
4. Download the iCloud v3.1 installer on THIS LINK [http://tinyurl.com/nlqsbwp]
5. Check if it will successfully install. If yes, you can use that version or
update to the latest version using Apple Software Update program

[IT WORKED!!! IT INSTALLED an earlier version that works. One note - I selected NOT to allow automatic updates during the course of this installation and while this tech fellow suggested I could update to the latest version, I am not doing so at this time, rather sticking with one that I FINALLY got to install and work. Have my contacts, have my calendar, have my IE tabs, yay!]

That sounds like a great work-around explodingbrain! One problem... the tinyurl link comes up 404 not found. Do you have another download link you could share for the v3.1 iCloud Setup Installer?

Sorry about that link. I got it from an online help firm called JustAnswer. Had to pay for the help but it was worth it. I guess they just provided a temp link to me so I apologize. Still, the main lesson is not lost though and that is that it is iCloud v3.1 that works. You might try doing an online search for downloads; it looks like some are out there.

I did a search but cannot find a v3.1 download link (that actually is v3.1) anywhere. Mind posting the v3.1 file you have somewhere online temporarily so I can download it. Once I get it I can host a version for everyone else that may need it in the future to download.

I successfully installed the latest version of the iCloud Control Panel onto my PC running Windows 8.1, 64-bit.

I followed the steps you described with 2 differences.

(1) Before starting your procedure, I opened Microsoft Outlook 2013, disabled the iCloud Outlook add-in and then exited Microsoft Outlook.

(2) I followed the steps described in your procedure, but when I reached step 4, I installed the iCloud 4.0.2 Control Panel directly, rather than installing iCloud Control Panel version 3.1

When the install of iCloud 4.0.2 concluded, I rebooted my PC after being prompted by the iCloud install program.

When Windows restarted, the iCloud 4.0.2 Control Panel was available and functional:

One difference I noted with this new version of the iCloud is that the iCloud control panel no longer appears within the Windows Control Panel.

To start the iCloud interface, I selected iCloud link in the Windows Start Menu which points to the program:

"C:\Program Files (x86)\Common Files\Apple\Internet Services\iCloud.exe"

(I have a Start Menu on my Windows 8.1 install, by suing the Stardock Start8 add-on product, however you don't need this product for this iCloud install procedure to work. I think you could just install iCloud and then create a link to iCloud.exe on your Windows desktop.)

I even went further... I Un-installed version 3.1, and tried to download new version but to no avail.... now im without icloud on my pc

iCloud version 5.1.0.34 on x64 Windows 10. Still have the same problem.
