Thanks jab336 - I had this same issue but was able to follow your steps on Windows 7 (32bit) and have now got iCloud 4.0 installed apart from needing to do a system restart.

Steps were:

1. Sign out of iCloud.

2. Uninstall iCloud - did this using CCleaner

3. Removed contents of C:/Program Files/Common Files/Apple/Internet Services apart from 2 Shellxxxx DLLs that said were in use.

4. Ran Apple Software Update - found iCloud 4.0

5. Installed iCloud 4.0 successfully - restart required.

I have the same problem with Windows 8.1. I've been working with an Apple senior support tech, but so far no luck. What started us down this path is that I've been receiving an error for the last 8-10 days when attempting to sync my iPhone that says "iTunes could not sync contacts to the iPhone “XXXX’s iPhone5” because the sync server failed to sync the iPhone." The Apple techs I worked with weren't able to resolve the problem so they suggested using iCloud to sync my contacts/calendars/apps. So....neither of these issues have been resolved. If there are any ideas on either one, I'd appreciate hearing them. Thanks!

II've had problems installing on three 64 bit Win 7 machines, Two on Bootcamp ( a Mac Mini and an iMac) and one a PC. After trying all suggesting here several times, I managed to get iCloud running properly on the MC Mini Bootcamp Win 7.

On the iMac Bootcamp Win 7 I uninstalled ALL Apple software, bar Bootcamp. I then manually deleted every file, folder and registry item I could find. after reinstalling, everything worked, except I still had the same inability to sync Contacts from iCloud with Outlook (2007). The same "iCloud was not corrected installed, blah, blah' came up.

As regards the PC - I've not even bothered trying.

What is it about Apple recently? I've had problems with all their iCloud updates the last three revisions. Have they begun outsourcing quality control to Microsoft?

So ... does anyone have any other possible solutions, or should I just give up?

I fought with this for about six hours, but I found a solution for my problem. I noticed the actual issue when I used dependency walker on c:\program files (x86)\common files\apple\internet services\iCloud_main.dll and found that it was referencing x64 versions of msvcr120.dll and msvcp120.dll. Tried installing the x86 version of the VS 2013 redist package (http://www.microsoft.com/en-us/download/details.aspx?id=40784), however, that didn't fix the install error. Copied the DLLs from c:\windows\syswow64 to the path of iCloud_main.dll and found that those were actually 64-bit dlls in the x86 windows folder. Uninstalled x86 vc2013 C++ redist then deleted those files out of syswow64. Reinstalled VC 2013 C++ followed by a successful install of iCloud. When I opened the icloud64.msi installer in Orca I noticed that it does install the VS 2013 files into the system directory so it could be that the issue is in their installer getting the paths for x86 backwards and installing the x64 dlls in the x86 folder, or there was something wrong with this computers factory image.

TL;DR

Uninstall iCloud

Uninstall Visual Studio 2013 C++ Redist x86

Delete msvcr120.dll and msvcp120.dll from C:\windows\syswow64

Install Visual Studio 2013 C++ Redist x86 (http://www.microsoft.com/en-us/download/details.aspx?id=40784)

Install iCloud
