If you are talking about twitter notifications view the instructions below:
To turn off app badge notifications for any app on iOS 8 you have to:
Open Settings > Notification Center > Twitter and disable Badge App Icons.

1. Reset your phone: press both the home and lock buttons, releasing when the Apple logo appears (no data loss)
2. Delete and reinstall Twitter.
3. Best choice: avoid brain cell loss and loss of attention span greater than 140 characters by not using Twitter

It seems it's not an iOS/device issue, it's Twitter.
So I just updated Twitter now and yes the badge settings were not there.
Try contacting Twitter Support and see what they say.
