hi I am having this issue on the App Store on both iPhone and iPad i cannot rate any of my apps after updating to ios8. I get the following message: you must own this item to write a customer review.

I have the same issue and this dont help, Even that in Setting i cant see "Ping Posting & Recommendations"
I have this question too.
I think its because it was downloaded using a different apple ID.
The funny part is that i downloaded the app again using my new Apple ID, but it still doesn't show up in my purchase list, nor can i leave reviews.

Something wrong with AppStore.app in iOS 8. Maybe in iOS 9 it will be fixed. I hope.
I found how to fix that you can try this:
1. Go to iTunes on your PC.
2. Click on Store in the top (horizontal) menu.
3. Click on View my Account.
4. Log in with your usual details.
5. Scroll down to the Settings section. Where it says "Recommendations & Ping Posting" click Manage.
6. Uncheck the box that says "Ping Posting & Recommendations".
7. Click Save Changes.
I'm not testing it yet but I hope it helps.
