I keep getting warnings that my icloud space is almost full, but I have almost 1GB left

I recently upgraded my iPhone 4S to iOS 8, then a couple of days later got an iPhone 6 (obviously with iOS 8), 64GB. I've removed the backups from my old phone, so in my iCloud, it's telling me there's a backup for my iPad of around 800MB and my (new) iPhone of around 3.2GB. All this seems right (it's mostly photos). I am now getting periodic pop-up warnings from iCloud (running on Windows 7 64-bit Pro) that say "iCloud storage almost full". It's showing that I have about 975MB free which while not a lot, is sufficient since each backup should continue to be around the same size.

The thing that's annoying is that I seem to be getting this warning pretty frequently. I haven't timed it, but it seems like these warnings are happening every 10 or 15 minutes. Is there some threshold of free space that I need to maintain to prevent these warnings?

Would deleting my backup and creating a new one help?

I bought more and more storage and it NEVER helped. Continue to get the Pop Up. I was notified a few weeks ago that the credit card I used to buy more Apple Storage had expired. I was thrilled and did NOT send them my new credit card number. It doesn't matter one bit how much storage you buy they will continue to tell you there is hardly any left.

Some additional information: I turned off backup for my iPad and deleted the backup from iCloud, and that seems to have gotten rid of the warnings. I now have about 1.75GB available on iCloud. I'm still hoping that someone can answer the basic question about how much free space (either in terms of absolute space or as a percentage of total available is required to keep from getting the warnings.

I just found your post in Reddit and on here too - as per my post on Reddit, I also have the same issue. I am running low on storage space on iCloud (not surprisingly since Apple only give you a measley 5GB, that doesn't change if you purchase additional iDevices (I own an iPhone 5, iPod Touch, iPad 3 that all have access to iCloud, yet I still only get 5GB, but that's another issue I guess...)). However, I am getting sick of iCloud Control Panel on Windows telling me every 10 - 15 minutes that "iCloud Storage is almost full" - I KNOW SO STOP TELLING ME!

I'd never really thought about it, but you bring up a very good point. If I buy into the Apple ecosystem by having an iphone and an ipad, shouldn't I get "rewarded" with additional space per device? In any case, it would be nice to get an answer to the original question that I asked, trying to understand how much space actually needs to be free in order to not get the warnings.
