Your account is in a market not supported by upgrades

When I try to order the iPhone 6 I get the following error message. When I check my carrier website, I'm eligible for the upgrade but will have to wait 6 weeks for shipping. Why am I getting this error message only on the Apple website?

iPhone 6 Plus, iOS 8

Ok here's the deal with that, if youve already placed an order with ATT, you can call and have them use their order tracker to see if the order is "pending" or "in progress". If pending, they can cancel the order and you can go to any third party dealer for your phone. If in progress, im sorry to say that you will have to wait for your phone to arrive. In progress means they have already submitted your upgrade and in progress means it will be submitted as soon as the batch gets in.
