It is a bug in iOS8. At least when sending from 8 to a phone with an older OS.

I have a 6 and have tested the audio messaging with numerous friends with 5 and 5S phones with iOS7, and they say they do not even get the option to keep them - so just by them listening to an audio message I get that annoying message that they kept it. Every single time. And it gets worse - EVERY single audio message gets received TWICE. So I get that annoying message about it being saved TWICE. This is just one of the many bugs I have found in just a few days - not counting the horrendous Wi-Fi connection issue which is driving me insane and forcing me to reset my router daily. Come on Apple. Do you not have any competent beta testers?

As far as raise to listen recordings you send to someone... even if they just listen to it, if they have their settings selected to never delete, it notifies the person who sent the voice message that it was saved, even if you don't save the message. I have had a lot of people who ask me why I kept a message when I didn't keep it, but they receive a message saying I did, even though all I did was listen to it! I have it set to never delete because sometimes I start listening and it disappears before I can finish (like at work.
