That's activation lock. The only one who can help you with this is the original owner. You need to contact this person and have them remove the lock as explained here:Find My iPhone Activation Lock: Removing a device from a previous owner’s account. If you can't, you will not be able to use it.

The Apple ID shown is the one associated with the device on Apple's activation server. If you didn't purchase it from an Apple store or authorized Apple reseller, it may not have really been new when you purchased it. All you could do is to take it in along with your proof of ownership to an Apple store to see if they can help you.

I'm having this same problem. Unable to initialize my iPad and getting the message that the original email address was 99....@qq.com. Definitely not my address.
