An iPhone that is unlocked, whether purchased from Apple that way or unlocked by the carrier it was locked to, can be used on any compatible network. But, the full capability of the iPhone may not be realized as the standards for LTE frequencies are not really standards. An iPhone that is 4G/LTE in the US will not work on all LTE networks around the world...they will drop back to 3G service if necessary.

Also, the warranty is not international, it is only valid in the country of sale, except that Apple treats the EU as one country.

If you purchase a T-Mobile iPhone through Apple, it is factory-unlocked.

Having said that, if you have an AT&T iPhone that is carrier-unlocked, it will work internationally.

I live in the US, but I have used factory-unlocked T-Mobile iPhones and carrier-unlocked AT&T iPhones in Europe and they both work fine with SIMs from other countries.
