Can you downgrade your software from the iOS 8 to the iOS 7?
I upgraded my software about a week ago from the iOS 7 to the iOS 8. is there any way to still downgrade my software to the iOS 7

Downgrading is not supported.
no..now you cant..apple have stopped signing versions...

Is this still the case with iOS 8.1.3 (that Apple is no longer signing off on versions allowing this) if one wanted to downgrade to 7?

Yes. Typically Apple stops signing the previous version about 24-48 hours have release to the public of an update.
Well, okay but what if I have an iPad that was bought before the latest release and I reset it to factory level, wont it "boot up" with the factory release [which was 7.1] and not the current release and then I could "opt out" of doing the update right?
No. When you restore it always goes to the latest iOS version for that model device.
If you get a device with iOS 7 then you can continue to use it with iOS 7.
