It's what is called a "slipstream" update, a technique commonly used to get a fix for something out quickly without affecting other versions already in development or testing. It's typically only used for very simple changes that are unlikely to break anything. While the version didn't change, the build number did.
error 53 iphone will be restored by new version ios 9.2.1 but non original part (touch id) willnot work because we must be replace iphone in official apple center with original part yes? if we dont replace touch id in apple center, in new update in ios 10 will be iphone do same error 53? and it will disabled again? or iphone will be restored and uptadet but non original part willnot work? thanks <3
That is correct. The phone will work, except for Touch ID. Only Apple can fix Touch ID.

It is because the blinded apple supplicants were insulting and patronising to people who asked for help and kept repeating that apple we completely in the right.
Now apple have apologised and admitted there were wrong. but do we see an apology from the apple devotees? Of course not, they were proven wrong, as were you.
If apple can admit they were wrong, so should you guys.

Where did Apple admit they were wrong? Cite your source.
Saying that it was never intended for users to encounter this issue is not the same thing as saying they were wrong. Apple is choosing to be tactful in their statement. They're choosing not to say, 'Okay, the only reason you encountered this is because you did something you were not supposed to do. But even so, we're going to fix it for you, even though there is no requirement for us to do so.'
Apple choosing not to argue with its customers is NOT the same thing as admission of any wrongdoing. That's a far stretch, and proposed only by someone with an axe to grind.

I use an iphone 6, I like apple products.
But I don't like the the fact that the Apple fanatics on this 'support' site gave people no support an only insults and claimed apple could do no wrong when they clearly had. I think if Apple are big enough to apologise then so should the apple isheep on here.
But of course the won't, unless apple tell them to.

I don't see anyone claim that Apple does no wrong. Nobody bats 1000.
The pushback you see is when posters come here and blame *everything* on Apple. The grassy knoll, Ishtar, Florida in the Gore/Bush election and so on. Plus they call us names.
Conspiracy theories fly fast and thick when someone has an issue with Apple's technology. Dealing with the "from my cold dead hands" crowd is maddening as when offered a reasonable and often proven solution, they don't like what they hear. It seems they don't want answers to their questions, they merely want us to agree with their ideas, theories and suggestions. The common theme is Apple does all of this obstructionist-like stuff in order to sell more phones.
I don't see the fanatics, as you term them (us?), defending Apple so much as common sense, reason and logic.

A lot of the apple defenders insulted the affected and shouted down anyone who suggested apple were in the wrong.
Now apple have admitted they were in the wrong and apologised and yet we have people like you still back paddling...
The main thing is that apple apologised and back tracked on the issue.
