Where is the personal Hotspot on iPad air iOS 8.0.2

i upgrade my iPad air to iOS 8.0.2, then I couldn't find personal hotspot from setting and also I don't know how I can connect my laptop or iPhone to Internet via my iPad hotspot

Abootorab is right! But more precisely after step 4) I had to go under APN setting section. There I found 3 sections and the last one is referred to personal hotspot APN settings.

In order to see again "personal hotspot" in the usual position I had to enter at least one value under "APN" (the right one for my operator) and then I followed steps 7) 8) 9) indicated above.

At the end this is a working solution and you will forget this problem.
