I updated my iPhone 5s to iOS 8.1 but the toggle to switch between LTE , 3G and 2G not exist and is described on the update list ?
I updated my iPhone via OTA if that the reason ?

Its problem with Airtel, switch your sim to vodafone or other network which doesn't have LTE and you will have the toggles as soon as sim card is recognized. U needn't reset anything.
I to have same problem with Airtel in Bangalore.
The only solution is to swap to a older 2g sim.

You cant use 2G anymore, I doubt there are anymore 2G towers and you cant only use 4G because if there is no 4G in the area your in then it goes to 3G.
Explain,please, how it possible with same carrier, but different devices. Carrier disable this function for iPhone 6 and enable it for iPhone 5?

Carrier: Megafon (Russia).
One comment also: I downloaded and applied the 8.3 version via the iTunes.
