Passbook - No + sign for me to add a card

I have installed IOS 8.1. My problem is when I click on the Passbook app I DO NOT get the plus sign to add a card and cant find the answer anywhere. Thanks for any assistance.

THANK YOU THANK YOU THANK YOU! My region by default was US Virgin Islands and when I changed to just United States it all works great now.

Really annoyed that this feature is not usable in New Zealand. Also can't use Siri for locating businesses, food etc.

Would be great to buy an iPhone and be able to use everything. Security aside Samsung enables so much more.

DIsappointed, dissatisfied iPhone 6 owner.
