icloud photo library (beta) stuck uploading
My iphone has been stuck uploading photos to the new icloud photo library (beta) for a day now. Any advise to get this going?

SO mine did this yesterday stopped at uploading 1706 images, I took the risk of turning off iCloud and turning it back on but I found the only way the pictures uploaded and downloaded was to be in a wifi area, have my phone on charge and to have my photos open. You will see the wifi spinny thing going around and around. I've just woken up to find they are all back on there maybe this will help
I've been having months of problems with my devices getting stuck syncing to iCloud (iPhone 6+, iPhone 5S, iPad Air 2.) Short-term fixes like turning off iCloud, signing out of iCloud and factory-restting/DFU'ing the device all worked, but eventually the sync would get stuck again (e.g. photos app looping between X photos to Upload/Uploading X photos.) And this "fixes" are very painful for large photo libraries. It seemed like iOS 8.4.1 had made the issue go away, but sync once again got stuck yesterday.
Sync failed after I had taken a photo, and attempted to edit it. While I was not on a wifi network, the photo did open in the editor, but on saving, seemed to get stuck and after a minute, I killed the photos app. The edited image was on my camera roll in the correct, edited state. Later in the evening, I noticed that this photo, and all subsequent photos had not sync'd to iCloud/other devices. In addition, on my iPad Air 2, there was a greyed-out photo with the cloud icon, and this corresponded to the photo I had been editing. This was the last photo in the camera roll.
Following iScottMac's steps, I deleted the photo on my iPhone and the empty photo on the iPad. I had sync'd the iPhone to my Mac manually, and hence I also deleted the photo on iCloud. That alone did not resolve the issue. Forcing a full deletion on "Recently Deleted" did the trick. Now all photos on all devices are sync'ing correctly.
I've put hours/days/weeks/months into this problem, this is the first encouraging sign!
This help me a lot. After I delete the photo that can't be sync, everything works.
Perte, Since I have the same issue in El Capitan, what is the solution to "unsticking" the upload of photos to the i cloud library? Should I be looking elsewhere for the solution?
Ugh, I took the plunge last night on my Mac (El Capitan) with a very large Photos library (110,000 about 500GB) and after the first night it appears to already be stuck. I tried restarting Photos, the Mac, pausing/resuming upload, and all of that amounted to only a few more photos making it through and now it's stuck again.
Is there any solution to this? Thanks.
I've got a theory if someone wants to give it a go...
I got no help from the Apple 'Genius' bar at all, nor from logging a support call with Apple Care. Completely underwhelming experience for both. Just for the record, this is my third experience in calling these guys or going in to see a genius, and it have been a frustrating and poor experience every time..... So in short, I still have the issue.
I have also recently upgraded to a new iPhone 6S and opted to make it a new device rather than a restore of my old device, to keep things clean. So, after reinstalling everything and connecting to the same iCloud account, I still have the issue.
One thing that struck me as I reinstalled - I wonder if it is caused by a certificate or profile that has been put on my device by my company which allows me to get work email in the native mail client, manage my calendar, connect to corporate wifi, etc? So - can someone else who has this problem remove all certificates/profiles to see if that solves the issue? It will open up another issue, but at least it might make us understand if this is the root cause of the issue?

I had a similar issue. Here's how I solved it:
- made sure there are at least 300MB free on my iPhone (otherwise it won't sync)
- restart iPhone (so changes take effect)
- plug it (it doesn't sync if you're low on battery)
- restart again when full (I don't know why I had to do this, but this last step seemed to finally fix the issue)
I had 75 photos uploading and was stuck.
I fixed mine by going into settings, Photo&Camera, then toggle off icloud photo library. wait a couple minutes, then re toggle it on.
Fixed on my phone.

My wife had this issue on 9.3 and we took it in to the Genius Bar. The only thing that worked was resetting the network settings. Apparently iCloud Photos gets stuck sometimes doing its analysis of what's on the cloud and what's on the device. Doing that finally restarted the process and got her 1,565 photos to start uploading again. She ended up regaining 1.5GB (she uses the optimize photos function). Hope this helps.
When I had the problem it turned at to be a policy applied in Mobil Iron that blocked documents in the Cloud. This apparently also blocks iCloud photo library. My company has now removed this policy from Mobil Iron, so now iCloud is uploading fine on my iPhone.

On my 4th iphone, and I've always just plugged the phone into my PC and been able to use file explorer to get my pix and vids.
Not so with the new phone and ios. I've had to resort to e-mailing my pictures to my computer; Apple should be ashamed that this hack is necessary.
With the 6+ (ios 10.0.2) and a Win10 machine, file explorer finds nothing. I can use the windows photo app to do some downloading, but it doesn't get everything. So I decided to make the jump to icloud - Not Beta anymore. Did the install, followed every instruction, and it never gets farther than "uploading 779 items". Right out of the box it fails. And apparently this is a common problem. I already hated iTunes, now I have another ipos to deal with. I just want my vids.
I've done all the suggested fixes, rebooting multiple times while whistling Dixie and standing on my head.
The only answer that I haven't tried is to delete all the photos from my phone. What? In order to get my photos, I have to delete them? Searching the web, I find some 3rd party aps for purchase; That's how bad this problem is, Apple doesn't provide functioning tools for simple tasks.
Ok, maybe I'm just ranting, but I really would appreciate some more suggestions to try. Apple, are you listening?
see in your photos app you'll find at the bottom "resume the upload" click on it then it resumes.
