Fixed on iPhone 5s (sill slow though):
I noticed the upload only worked when my photo app was up.
The processing indicator next to the wifi icon disappeared as soon as i returned to my home screen (or when my phone locked, i assumed).
1. make sure you have enough cloud storage space
2. Be connected to Wifi
3. Turn OFF auto lock (Settings --> General --> Auto Lock --> Never)
4. Turn iCloud - Photo library ON
5. (optional) plug in your iphone charger so it can do some heavy duty uploading overnight 😀
6. Open your photo app, and leave it open for a few hours.
You will see the processing indicator next to the wifi icon the entire time.
Slowly but surely your photos will be uploaded to you iCloud
If you want to control your progress use another device while your iphone is grinding away 🙂
Hope it's helpful!
Thanks for sharing.
Trying this now... been 30 mins and not a squeak... nothing. Will keep at it.
So far, I've sent 6 error reports from iCloud Photos not being able to work on the Web. Hopefully this might get Apple to respond. But I'm just one of 1 billion customers or whatever it is.
So much for paying for 200GB storage...
Steve... you hearing this from up in the clouds???!!! Help!
I had the 'stuck' uploading without any visual feedback as to why. Unticking iCloud Photo Library, restarting the app and trying to enabling it got past the stuck issue. However it was only then that the real cause was clearer...
I've got all my originals on my Mac and want to keep them there, but Photos won't sync unless I select "Optimize Storage", which would remove the local originals. It says my library might not fit on my Mac, but it's already on there! Got approx 20GB free on MBP. Anyone else seen that?
Same problem.
My iphone will not sync Photos.
It works fine on my iPad and on my iMac and all photos can also be seen on iCloud.com, but not on the iPhone.
It seem like the progress show for a less than a second from time to time in settings, iCloud, Photos.
I am desperate! I have tried for days now.
I think I am one more user that has not been able to successfully upload photos to iCloud Library. I just can't believe Apple released such a bad user experience within a software. No progress bar updating?! no feedback?! app working only when not in background?! hours to upload 4 iphone photos?! no network activity throbber?!
I buy 200GB extra storage for using with iCloud Photo Library... but, the app is NOT WORKING!!
WHAT'S WRONG WITH YOU APPLE??!!! since last year, the quality of your software is not meeting general expectations.
Please help!
Same story. Upgraded to 200MB. Uploaded about 100GB, (40,000 items). Thankfully I have a good upstream connection.
Now stuck on "Updating 19 items". No activity.
In the Console logs, just found this :
16/04/2015 00:49:54,390 cloudphotosd[476]: Error generating derivative video for resource <CSDerivativeResource:0x7fd9d7bc2130> file:///Volumes/Macintosh%20HD/Users/dom/Pictures/Photos%20Library.photoslibrar y/private/com.apple.cloudphotosd/CloudSync.noindex/GeneratedVideoDerivatives/E83 CC8D7-BE81-4C73-9E19-0F30B630A2FC-small.mp4 public.mpeg-4 CPLResourceTypeVideoSmallSize {0, 0} bytes=0 temp=1: error = Error Domain=PAMediaConversionServiceErrorDomain Code=2 "Export failed" UserInfo=0x7fd9d7911550 {NSLocalizedDescription=Export failed, NSUnderlyingError=0x7fd9d7911bf0 "Cannot Decode"}
This is poor software development.
It is normal to have bugs. It's not normal to catch issues and provide the user with a meaningful error message. Shame.
That is what Beta software is for. To find bugs and report them.

OK - so shall we start a new thread or somehow change the subject on this one?
We are OUT of BETA.
Welcome iOS 8.3. Welcome OSX 10.10.3.
Whyfore art thou still here oh "iCloud Photo Library Stuck Uploading"?
Apple about as Google in terms of unable to get through to real people to highlight real issues...
#sad
You have no right or ability to jump into someone else's thread and then not only post off topic to confuse it for them, but then ask for the title of the thread to be changed to suit you.
Start a new thread instead of being so lazy!
If you wish to moan to Apple then try here Feedback
Then reread the Terms Of Use that you agreed to when you joined these forums.
Then go and use hashtags in the social media sites. This is not Twitter.
Cheers

Ha ha ha !
Steady on Pete. If you look back through this thread you would see that I have been posting for some months now I think about this issue.
Many a time, it had already been pointed out that iCloud Photo is in BETA so we should accept the glitches.
As we all know, it is no longer in BETA.
Yet many of us seem to still have the issue.
And those who are posting now, are clearly posting post-BETA EXIT.
I'm happy to keep following this thread, and trying all the tips and tricks that have so far not helped.
And yes, I have sent Apple Feedback.
I have attempted at least 10 times to get iCloud Photo on the web to work but it would not and each time I have dutifuly clicked on the 'send report' button or whatever it is called.
And yes, I too have (as in my past posts explained) contributed in a small way to Apple's billion$ by signing up for 200GB iCloud storage so I can make use of this wonder technology that has thus far not worked for me.
But it clearly works for so many others... and I have tried to do the right thing to provide feedback and seek help but so far... nothing.
So please forgive me Pete and whoever else if you think I'm hijacking the thread. I don't think I am. I am just a very disappointed Apple Fanboi...
Then start a thread with the correct title for what you are trying to discuss. You will get more input than tagging on to an old one with BETA in it's title. That is just the way it works.
But good luck. 🙂
Pete
Thanks. But I think I've given up.
Maybe one day I'll wake up and it'll be fixed, magically. After all, Steve always said it was magical... 😁
This is how I feel towards iCloud Library on/for my iPad. My I6 and MBP took 4-5 days to upload everything and to finally fill in gaps of pics from years past that seemed like they would never upload. But to Apple's credit the I6 an MBP work as advertised w/ the iCloud Library. But the iPad hasn't "caught on." I've turned iCloud Library off & back on 3-4 times on the iPad, but to no avail, yet. I've got faith that one day the pics will all appear in the iPad, but as of now the iPad only gets about 40-50% of my pics displaying on it before it stops uploading.
Same for me (not beta version but 8.3)
iCloud Photo Library works on my MBP and iPad. Both ways, same network etc.
iPhone stopped uploading and downloading 8 days ago. I can't find a reason.
Here's what the console log says about it. Pretty interesting. It shows a 503 error on the iCloud Sync Deamon:

Just to add another data point. My iPhone has been stuck at "142 Photos to Upload" (as seen in Settings -> iCloud -> Photos) for several days. I've tried rebooting to no avail. Frustrating to say the least.
