It would be odd if C:\Users\<User>\AppData\Roaming\ were completely empty since the installation of various applications would install configuration files here.
Press the WinLogoKey+R
Type in %appdata% and press return
Double click on Apple Computer
Double click on iTunes
Delete the file CD Info.cidb
If that doesn't resolve things try deleting com.apple.iTunes.Gracenote.plist in the same folder, and if that doesn't work try deleting iTunesPrefs.xml or look for parallel files in Local or LocalLow. The first two lines above will get you to the location C:\Users\<User>\AppData\Roaming. You can browse up a level to get access to Local or LocalLow. To wipe out all of iTunes preference files delete the iTunes folders in each path. I would avoid deleting all of the Apple Computer folders, or at least preserve the folder C:\Users\<User>\AppData\Roaming\Apple Computer\MobileSync as this contains any iOS device backups.
Finally if none of the above steps have helped then reinstall iTunes. See Troubleshooting issues with iTunes for Windows updates. The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down page in case one of them applies. Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.
