Apple partner carriers handle this message correctly. But there are no partner carriers in Iran, so you need to have International SMS enabled on your phone, and you will be charged for the message. The message is sent fairly frequently to re-authorize, so iMessage can get to be expensive where there is no partner carrier.

also we dont have any problem with international SMS , and the verify sms is sent and we charged about it too ,
but i think in the UK carrier or the UK mobile operator , the IRAN country code(98) , has been Blocked , and all our verify message that we sent did not reseived by the Apple servers , because I'm sure about delivering of verify message . this is works on other services , like Google and Facebook that need it too.
the iMessage service , works till last years ...
I want Apple customer care that investigate about this problem , because this is problem of more than 1 million Apple product users in Iran .

an unlikely scenario Apple do NOT sell or support the iphone in your country
but i think in the UK carrier or the UK mobile operator , the IRAN country code(98) , has been Blocked

No, they are still in the negotiation phase. Apple is not currently selling the iPhone in Iran.

Jul 11, 2015 10:58 PM in response to amirkhosroby ALI.Es,according to new information that i obtained , the message (Activation message) which send from Iran to Apple , automatically changed by Iranian operator , because of some reason (economic maybe) , the message changed and send by internet from the different number , and its not possible to active with Apple server . the only way to solve the problem is changing the apple policy with sending a message to phone number (instead activation internally and automatically ) like Whatsapp and the others app .

Jul 12, 2015 7:37 AM in response to ALI.Esby Lawrence Finch,You have very high expectations for technology. iMessage cannot be activated internally, because the phones that send you iMessages have to know that YOU have iMessage. If the only place that information is known is on your phone, how would those other phones know?
The real issue is that Apple does not have a presence in Iran, and cannot under US and International law. So using an iPhone in Iran comes with a lot of compromises and disappointments.
