Reset iPhone Without Wifi

How do I reset and clear my iPhone without logging into iCloud. The wifi on my phone does not work, and I no longer have cell service. I have gone to erase all settings and content, but it won't allow me to do it without logging into my iCloud account, which I can't do without wifi.

iPhone 4S, iOS 8.0.2

It doesn't required to log in to iCloud to erase all settings and content unless you haven't turn off 'Find My iPhone' in iCloud. In this case, try to open iCloud with a browser on your computer > log in with your iCloud account > click 'Find My iPhone' > on the top of the window, click the drop-down list for 'All Devices' > choose your iPhone and click the option 'Remove from Account' or you can click 'Erase iPhone' to erase all data on your iPhone.
