Nov 12, 2014 12:58 AM in response to sparkyluluby Carolyn Samit,Hi ...
It's possible the sensor is smudged since you are using multiple fingers.
See: Clean the Touch ID sensor here > Use Touch ID on iPhone and iPad - Apple Support

Jan 26, 2015 1:56 PM in response to Carolyn Samitby gerimc2,Touch ID not working for me either. Touch ID works to open phone. Merchant works for other customers, so not that.I only use one finger, checked for smudges, not the issue. I also saw a message to turn the setting Require Passcode off of "immediately". Can't see how to do that. Can't deselect or pick other choice. Called bank to confirm card is setup properly.

Jan 26, 2015 4:53 PM in response to sparkyluluby i-Assist,Mabye bring it into Apple store and maybe it is broken the finger touch id

Jan 27, 2015 1:23 PM in response to i-Assistby anypats,This is a good option as they are able to test it at their stores to make sure Apple Pay works.
If you have Touch ID enabled to unlock your device, "Immediately" is your only option. You can't change it to wait for a specified period of time before it asks for Touch ID again.
Also, go to Settings | Touch ID & Passcode and make sure that Apple Pay is enabled.

Sep 10, 2015 3:33 PM in response to sparkyluluby niderman,Hello All,
I am experiencing the same issue and have been for the past year. This seems to be the only post online regarding the issue as well, as I did a search in hopes to find something else, but not finding anything. I have an iPhone 6, 64GB. My Touch ID is setup to work with unlocking, App Store, and Apple Pay. I have several fingers enrolled and do not have any issues as all unlocking the phone. I don't buy much in the App Store so I have not checked there, but for Apple Pay, the fingerprint only worked for me once or twice so far. Every time I go to pay with the phone, it buzzes (rejected) and does this several times before finally asking for a passcode. Any help is appreciated.
Thank you,

Oct 7, 2015 9:43 AM in response to nidermanby JStulbaum,I am having the same issue except when I put my finger down to be scanned it comes up with an explanation point saying "touch id or passcode required to pay". I have everything turned on to except my Touch ID. Touch ID and everything else works perfectly besides trying to pay. when I erase Touch ID for Apple Pay and it asks for my passcode it still comes up with the same response. Please help

Oct 7, 2015 8:16 PM in response to JStulbaumby JStulbaum,I have fixed the issue i ran into. What i did was i turned passcode off in settings>touch id & passcode. this will delete all your cards and delete your saved fingerprints. Restart the phone and add the passcode back on.

Dec 23, 2015 6:08 PM in response to sparkyluluby dmaddx,Hello I would suggest that you make sure your home button is clean, make sure your finger is dry and when you apply your finger to the home button make sure you do it gently while your phone is aimed at the Apple Pay reader. Also make sure you have Apple Pay selected under the Touch ID & Passcode setting.
