Creating personal mobile hotspot on ipad air 2

I have an iPad Air 2 WiFi + Cellular. The device is advertised here http://www.apple.com/ipad-air-2/wireless/ as being able to create a mobile hotspot, but there is no option in the settings menu for that. What am I missing?..

From the iPad User Guide --- note especially the section about making sure your cellular carrier knows what you are trying to do (the "Note"):

Thank you for the comprehensive explanation.

I have elaborated the issue further. There are three major GSM operators in my country. None of their iOS device customer help departments have received a "Settings" menu manual or text containing "tethering" on iPads from Apple. I mean, they have help documents from Apple containing everything but tethering. Also they insist that they allow tethering on all data lines. From that point, can we say that Apple ship iPads with disabled tethering to my country?..
