It does not work as a function key, perhaps, but it does have an effect.
Pressing the left arrow key alone in FCP X moves one frame left, while pressing Fn-left arrow moves to the beginning of the clip. There is a difference.
Since this last behavior coincides with Cmd-Ctrl-left arrow, I am conjecturing that maybe Fn in this keyboard is equivalent to Cmd-Ctrl.
This conjecture should be easy to test. Just locate other keyboard shortcuts with Cmd-Ctrl and see if they work with Fn instead.
A good example: put the cursor over a word, and hit Cmd-Ctrl-D: this gives you the Dictionary and wikipedia entries for that word. Do you get the same with Fn-D?
