iphone brought in uae doesn't support facetime. It is possible to get facetime back, when you move to other country where facetime is available?

If the phone was purchased in a region where FaceTime is banned, there is no way to change this.

You never had it so there's nothing to get back.

Phones originating in UAE will not have FaceTime.
