It's mostly designed to improve performance on older devices, like the iPhone 4S and iPad 2.

Could be, so far I've noticed nothing different. Only time will tell if some of the bugs have been fixed.
Many of the bugs have been fixed but a few remain so it is helpful but isn't completely done yet. I would recommend changing some stuff in the system settings

What is the 'stuff' to change are you referring to?
What bugs do you see as fixed and what bugs do you think have yet to be resolved?
I find that the bugs that have been fixed are the ones where your phone doesn't respond to you and the bugs that haven't been fixed are the ones that it says that you have no signal when you actually do have full bars.

They haven't fixed the ability to add glucose data in the Health App (or at least I can't find it)
I won't be upgrading my iPhone 4s to ios8 from 7.1.2. I'll leave well enough alone.
IOS 8.1.1 Is Even Worse Than IOS 8.1 For My IPad 2 - There is simply no end to the catastrophe that Apple has created for my IPad 2 and for thousands of other folks as well with the IOS 7, and now IOS 8.1 and today, IOS 8.1.1. Now, my photo album is completely frozen and Safari freezes constantly and as done nearly every other app. Firstly, there should not be these kind of breakdowns in a $500 device that is not even two years old, much less ALL of the problems are being created by the defective system updates being released by the manufacturer of the product, Apple. Apple should be forced to buy new devices for all of us who now have unusable devices due to product defects being created by Apple. It is highly, highly unlikely that I will ever buy another expensibe Apple product and their refusal to fix the mess they have caused me borders on violations of Fair Trade Laws. What a shame Apple has done this to me and other long term Apple customers. A real shame! I am warning every friend I can not to buy any new Apple products. And I have a lot of friends, 600,000 of them on my various blogs and email accounts.

I don't believe they said that was included.
I just downloaded the update and now my phone wont load past the apple logo. Any idea how to fix this? =(
Try resetting:
Hold both the home and power buttons at the same time until the Apple boot logo reappears. No data will be lost.
600,000 people will no doubt have a good chuckle.
