If it's a 3GS (as opposed to a 3G) it can be updated to iOS 6.1.6.

It cannot be updated to 6.0, but it can be updated to 6.1.6. Connect the phone to your computer's USB port. Click on the name or iPhone icon in iTunes, and click "Check for updates".
