Cannot delete a third party app from my iPad ... it has frozen mid-download and is not going anywhere fast !

I have a 3rd party app that will not delete. I've tried via iTunes and the App Store but to no avail. I've hard reset my iPad, signed in and out with different Apple ID's but the app remains frozen (mid-download) and I can't get rid of it to reinstall it afresh. Any suggestions ? The developers haven't got a clue how to fix this. I'm the only person with this issue it seems.
