iPad 3 freezes when trying to delete app or shortcut - iOS 8.1.1

I saved a web shortcut to my home screen and moments later decided to delete it. Now I've found that I can not delete ANY app or shortcut, using the method of holding a finger on any icon until they start to "wiggle" and then pressing the "x" that appears in the top left corner of deletable items. The wiggle starts, the "x"s appear, but pressing them does nothing, and the wiggle is... stuttery. Then, the lower half of the screen begins to flash between showing the icons and not showing the icons. On - off - on - off - on ... The only way out is a hard reboot.

I have tried resetting/erasing everything and restoring from a back up. I have tried erasing everything and setting up as a new iPad. (that broke some of my apps so I restored from backup again). In each case, the odd wiggle behavior and lockup of the device occurred whenever I attempted to delete anything.

I *can* delete apps through Settings > General > Usage > Manage Storage, but it is a slow process and it still leaves me unable to clean up shortcut icons.

Any ideas? Anyone else having this problem?

I have the same exact issue ipad 3, 32 gig wifi only 8.1.1

Of note, I was doing a lot of app reorganizing when this started happening.

in other words, upgraded to 8.1.1, then started reorganizing apps, deleting some, etc.

At first it was first letting me delete from app drawer. however at some point it started exhibiting above behavior.

I restored from backup and above described behavior persists.

For what it's worth, I have an iPad 3; never had this problem; recently did the 8.1.2 upgrade. Yesterday had this issue with the blinking icons when trying delete one. I did both an backup/install and a installation as a new device. With the new install was able to remove some apps. I believe (but can't confirm timing) that somewhere after I had successfully removed some apps (hold, jiggle apps, hit the x) I changed the setting to add Bold in accessibility. Just went to delete old app (the old CBS sports app), and got the blinking icons. Read a few of these posts so tried resetting the bold to off and was able to delete the CBS Sports icon without an issue. I note for the record that shifting from bold to not bold results in a very brief restart of the iPad. This sounds like there's some connection between the bold being on an deleting apps. Hopefully Apple will fix in next iteration of IOS.

After reading your reply I thought I would share how I accidently found the solution of not being able to delete unwanted apps or shortcuts that I saved on my home screen of my iPad 3 after the latest wonderful update from Apple. I put all unwanted Apps and shortcuts into a folder, closed it then opened it up and deleted each one as you would normally and it has worked for me great. So just another some thing to try for all the people having this problem. An Oops should have said not a new folder, just a folder already in use with some space left in it for more Apps.

Thanks to all who found and tested this solution. My iPad 3 just gave me the gift of this problem today. I have always used the BOLD turned on and no problem except today when deleting an app that was worthless. Got the wigging/flashing icons that I could not delete; solution was indeed to toggle the BOLD setting off and reboot. PROBLEM SOLVED!

I Was having the same prob as everyone here, not being able to delete unwanted apps but hadn't read anything here so didn't know to try the bold idea. Would like to share what has worked for me, simply put all unwanted apps into a folder already set up closed it then reopened and deleted each one as you normally would. I have no idea why such a silly thing works but it has for me and still does. Haven't had any problems with this issue since. I do wish some one else would try this and give me some feed back, would love to know if it was just my lucky day or it is another way of dealing with this prob.
