iPad 3 freezes when trying to delete app or shortcut - iOS 8.1.1

I saved a web shortcut to my home screen and moments later decided to delete it. Now I've found that I can not delete ANY app or shortcut, using the method of holding a finger on any icon until they start to "wiggle" and then pressing the "x" that appears in the top left corner of deletable items. The wiggle starts, the "x"s appear, but pressing them does nothing, and the wiggle is... stuttery. Then, the lower half of the screen begins to flash between showing the icons and not showing the icons. On - off - on - off - on ... The only way out is a hard reboot.


I have tried resetting/erasing everything and restoring from a back up. I have tried erasing everything and setting up as a new iPad. (that broke some of my apps so I restored from backup again). In each case, the odd wiggle behavior and lockup of the device occurred whenever I attempted to delete anything.


I *can* delete apps through Settings > General > Usage > Manage Storage, but it is a slow process and it still leaves me unable to clean up shortcut icons.


Any ideas? Anyone else having this problem?

I have the same exact issue ipad 3, 32 gig wifi only 8.1.1

Of note, I was doing a lot of app reorganizing when this started happening.

in other words, upgraded to 8.1.1, then started reorganizing apps, deleting some, etc.

At first it was first letting me delete from app drawer. however at some point it started exhibiting above behavior.

I restored from backup and above described behavior persists.

TThe solution to these assorted seemingly unrelated glitches such as. It being able to delete icon apps as well as freezing and other seemingly unrelated things are nicely solved by reinstalling the IOS using iTunes after doing a complete backup and then resetting the iPad or iPhome and then reloading IOS and after that restoring your back up. What peop,e do not realize is the back up you make does not include IOS so you are extracting your apps and so forth and can this reset the device to zero and clean install from iTunes which downloads a fresh pristine original source Apple iOS from the server. Doing this by wifi has been rife with glitches in my sad experience. Doing it via iTunes on a computer has always worked. It is a painfully Slow if you have many apps as I do. It took 18 hours but it is working perfectly now in so doing. If you don't have ma y issues such as constant spontaneous rebooting as I did, you might get away with simply replacing the iOS via iTumes . I went all the way .it is always smart to back up fully.

Many are successful doing updates via the settings. For me it has a.ways resulted in a disaster perhaps due to poor internet aces at times. ThroughITunes, one has downloaded the installer and it is self checked before an installation takes place and with a backup you are always good to go..
