Can I still purchase the Jam Packs for Garageband 10.0.3, specifically I'm looking at using the World music instruments.

You could try to find the boxed Jam Packs at Amazon, but some the installers of some Jam Packs include Power PC code and are difficult to run on Intel machines.
It is much more economic to buy MainStage 3 instead. It includes all JamPacks for a price less than the price of a single JamPack. MainStage will install the JamPacks so, that they can directly be used from Logic and GarageBand.
From all JamPacks:
Jam Pack 1, Jam Pack Remix Tools, Jam Pack Rhythm Section, Jam Pack Symphony Orchestra, Jam Pack Voices, Jam Pack World Music.
It is a bargain price compared to the prices of a single Jam Pack.
if you decide to buy MainStage, launch it at least once after you installed it.
Use the command "MainStage > Download additional content" and then select the packages you want to install:

It is much less than the cost for one of the JamPacks purchased on stand alone basis.
If you still have the installer DVDs for JamPacks you purchased you can try to reinstall them. (http://www.bulletsandbones.com/GB/FAQPages/InstallJamPack10.7.html), or try to restore them from a previous backup of your Mac, when you still had the Jam Packs installed.
