i would like to upgrade an older ipad and a iphone 4 to ios7. Is this possible?
iPad 2 Wi-Fi, iOS 7
Only for the iPhone 4. Any other device is either incapable of running iOS 7 or won't activate afterwards.

Depends on what model the "older" iPad is.
Anything iPad from an iPad 2 and above can be updated to iOS 8.
If its a first generation iPad, then no. The easiest way to tell, is if it doesn't have a camera, then it cannot be updated past iOs 5.1.1
As for the iPhone 4. It can go as far as iOS 7 yes.

Instructions tell how to update to ios 8. Afraid of ios 8. would like to go to ios 7.
You can't, except on an iPhone 4.

If its an iPhone 4, it will only update to iOS 7. It will not update to iOS 8. The instructions are the same for both versions. But the iPhone will get the version it can update to, only.
