After deleting photos, memory in my iPad is still used. WHY?

When connecting my iPad mini to iTunes on my MacBook Air it shows that I have 2489 pictures on the iPad and am using 28.4 GB for all those pictures. When I open the Photos app on my iPad it shows that I do not have ANY pictures on the iPad, which would be correct, as I have deleted them all. So why are they still using up all that memory? How can I clear the memory to make it available again? BTW, My iPad Settings>General>About agrees with iTunes. It shows that I have 2452 pix (why not 2489 as above?), and am using 28.4 GB for them. So again, HOW CAN I CLEAR THE UNUSED MEMORY, or get rid of the pix if they are indeed still hiding somewhere on my iPad?

My iPad mini is running iOS 8.1.1

Thanks for any help....

Ethan,

I did not get any of the conversation until today. But now that I read the whole stretch, you seem to be the one who helped many others. Thanks for that. My issue has been solved for a while. And it nearly appears as if Apple actually fixed the glitches in one of their IOS updates.

Thanks for all your help to everyone.

I Just got an iPad Air 2, very happy with it. just last night I used it to make a video that happened to be long which literally used up all the storage on my iPad. I tried deleting it just as you did with all your pictures but it wasn't reflecting in usage in settings plus I couldn't download or safe anymore on my iPad. Found this forum and this post, tried setting the time back, didn't work. My iPad is new, I don't have any thing on it yet so there is no hidden photos to find or what not. For some reason while messing around in settings I went down to photos & Camra. In there icloud photo library was selected which was trying to send that video to iCloud to save. Basically because it was trying to save to my iCloud it wouldn't delete the video yet. I turned that off because I don't need that and immediately my storage was free and looked correct again. I don't know if this will help you but I wanted to throw it up here just in case it might.
