You cannot update an iPhone 4 beyond iOS 7.1.2
You cannot update to iOS 8
You cannot update to iOS 9
You cannot update to iOS 10
You cannot update to iOS 11
You cannot update to any iOS version after 7.1.2
Hopefully, that should clear up some things
The hardware in the iPhone 4 is incapable of running iOS 8. So there is never going to be a release of iOS 8 for it.
