My iPad says it's charging but it's not

This can happen if you don't connect it to USB-port powerful enough. Try plugging it right into computer and not into a USB-hub or USB-port on a keyboard. If you have multiple USB-ports to choose from on your computer, experiment with another port.

Additionally: did this used to work? Some computers simply aren't powerful enough to charge an iPad. If it's a laptop you're using, connect the laptop to a power outlet.

If you have a second charger, use that to test if maybe the charger you're using now isn't working. If you still have the USB-cable, connect it to a computer and see if that one charges the iPad.

You can also go to an Apple Store and ask them to do above steps for you.
