PayPal won't send Push notifications

This is a problem that l'm only having with PayPal. No matter what I do, I can't get PayPal to allow push notifications. When I go into the push notifications setting on the app, I get this screen:

and it won't let me turn on notifications. But when I go into settings, all of the notification options for PayPal are turned on.

I'm not sure if this is an iPhone problem or a problem with PayPal, but I can't figure it out. I've tried with and without it on Wi-Fi, and I've tried restarting the phone multiple times.
