There is some malware around that purports to come from twitter. Read this document about Malware.

What site are you on when this appears? Try to pay close attention to that, and keep as few tabs as possible open (only one, if possible) to make it easier to tell.
The page in question is nothing more than a 1x1 pixel image file. Although little can be found of any use through some Google searches on this topic, my suspicion is that this is some kind of tracking mechanism for certain kinds of Twitter content posted on other sites. By embedding this single-pixel image in the content, Twitter can track information about how many discrete users are loading that content.
As to why it's showing up in a new tab, I don't know. I suspect this is an error on the part of the site causing the problem. However, if it's showing up on many different sites, it may be an issue with some advertising content used on all those sites, or it could be that you have adware installed, as seventy one has suggested.

first I want to thank you for your help. Today is the first day I have been troubled by this issue. I have never in my life tweeted. So I don't understand why this pops up. Now, after reading your post, I closed all the apps except for the MS Remote Desktop. I have Safari closed. I will be interrupted with Safari opening up to the "syndication.twitter.com/i/jot" page. I cleared all my cookies and history on Safari. Still this pops up. After I complete the work I am doing, I will close down MS Remote Desktop to see if the "syndication.twitter.com/i/jot" pops up again.

I was able to narrow it down to my Dashboard. I found my wife had saved a clipping into the dashboard. Once I deleted this clipping, the problem went away. I NO LONGER RECEIVE "syndication.twitter.com/i/jot"! Please try this to see if this resolves this for you too. Good luck.
Look into your dashboard and remove any newly added clippings. This resolved the same issue for me.
Glad to hear you solved it before I got back to you. Out of curiosity, what was the site that was being displayed in that clipping?

The website my wife opened was "http://mix965houston.cbslocal.com/the-2nd-annual-mix-96-5-houston-bachelor-aucti on/". She clipped the "Houston Bachelor Auction" on the main page. I spoke with my wife to inquire exactly how she obtained this clipping. She told me she was looking for a specific Title to incorporate into a document. She did not realized this clipping was saved into the Dashboard. It was not until I began using the laptop a day or two later that I realized I had a problem. I came to this forum to see if anyone was able to stop this from occurring. I tried the adwaremedic app. I did a second search and someone said they were able to narrow it down to the Dashboards. I immediately opened my Dashboard to see if there was anything new. I saw the clipping my wife had accidentally saved. I tried to remove this many times, but as I was about to delete this clipping, the Safari app would open and go to the "https://syndication.twitter.com/i/jot" website. I was eventually quick enough to delete this clipping. Problem immediately solved. The problem never happened again. Hope this helps.

Yup, there's a bunch of Twitter content on that page. That explains it! In the web browser, you probably never would have seen anything weird.
