App purchase

Hello:).I have the following question:Im from Bulgaria and recently bought an app for 0.99 euro.When i checked my credit card balance i saw that i was charged exactly 4.00lv (1euro is 1,95lv) aka twice.I logged into Itunes-itunes store-view acc. and then view purchse history and it was charged just once.Then i bought another app for 0.99 and the same thing happened(though i was charged 2days later from my card) -i was charged 4.00lv.I checked purchase history again and it was total of 1,98euro,but in reality i was charged 8lv(aka 4 euro).Why is that?Is there a fee i dont know about?Thanks in advance:)

P.S iphone 6 on 8.1.1
