everytime I change something in settings, for example I change a alert sound or turn on battery percentage as soon as I leave/exit settings it doesn't change and will not let me change any of my settings what so ever. How can I fix this? Ive tried resetting them.

The same exact thing happened to me this morning, I tried a hard reset and plugging it in to power but neither has worked.
Check Settings>General>Restrictions. Do you have restrictions on for changing settings?
All restrictions are off. It was working fine earlier.
Does your phone have the latest software update? I didn't, but I just updated my phone and now it's letting me change the settings again.

You can update via iTunes and the computer if necessary. Also, what troubleshooting have you tried. A reset is generally something that will fix things like this. It has not affect on your data. Hold the sleep/wake and home buttons together until you see the Apple logo and then release. The phone will reboot.
