You should be able to restore it using recovery mode, or so I would think. You may not be able to activate the device again, if the iPad insists that the device is locked with another Apple ID.

Why don't you explain in more detail what is is that iTunes isn't letting you do.

What exactly did you do when you say you "Deleted Find My iPhone?"c It sounds like you deleted the app from the phone. That will have no impact on the functioning of Find My iPhone.
