Weather app in iOS 8 stuck on a foreign location!

I live in Incheon, South Korea. The top location in the weather app on my iPhone 5s recently switched automatically to Chongqing, China. The app won't allow me to delete Chongqing or even move it down the list of my locations. My daughter has the same problem on her iPhone. I'm running iOS 8.1.3 and am wondering whether this is a bug in iOS 8. Does anyone know how to fix the problem? Why Chongqing? I'm sure it's a fine city, but I've never visited the city even though I lived in China. This is super annoying.

Yes, I have location services turned on. I tried turning it off and on as suggested in other postings, but that didn't seem to help. Even more bizarrely, I noticed a few moments ago that, depending on where I am in my house, e.g. bedroom vs. living room, Chongqing will disappear or reappear on the list of weather app locations. When it reappears it's at the top of the list and I can't delete it.

No, the iPhone was bought from the United States unlocked. I used it in China when I lived in Beijing. Did I mention I've never been anywhere near Chongqing and, therefore, never set my weather app to that location even when I lived in China? In any case, since moving to Korea (several months now) I switched to a local carrier and changed all my settings. I use the phone when I travel back to the States (on T-Mobile or, previously, AT&T) and elsewhere. In fact, I've been to the US twice since moving from China so if anything I would expect my favorite US locations to show up instead. Moreover, I didn't have this problem until very recently.

Yes, it's the built-in weather app. I didn't want to reset all my network settings again (done it before), but I'll try it. I also have the Weather Channel app (have always had it). Just noticed that Chongqing is showing up there too as the default location. When I open the app it'll show my actual location in Korea for a split second and then immediately switch to Chongqing. Trying to delete the WC app now, but not able to. Grrrrr!!!
