My friend lost his iphone, his friend got a message said "your iphone has been found ,please fill a form " where you need to provide your icloud confidential .
Looks really same like the apple office site.

It is a scam. If your friend gives their Apple ID and passcode, the thieves will be able to bypass the activation lock on the phone.
