Album Artwork Scroll Bar Doesn't Work: iTunes 12.1.0.71

Album artwork does not scroll horizontally at all. The horizontal scroll thumb is present and is appropriately sized. However, dragging the scroll thumb only causes the window titles to move, but the data (artwork images) remains stationary.

This problem has already been reported in iTunes for Mac at Album Artwork Scroll Bar Doesn't Work: iTunes 12.1.0.50

The problem exists in the new Windows version of iTunes (version 12.0.1.71 64-bit, running on Windows 7 Ultimate 64-bit SP1).

This "artwork not scrolling" problem is STILL present in iTunes for Windows version 12.1.1.4 64-bit.

The size of the scroll thumb is correct, indicating much more album artwork (iTunes calls it "Other Artwork") is present to the right of what is currently visible:

Moving the scroll thumb a little bit to the right moves the headers "Album Artwork" and "Other Artwork", so that "Album Artwork" is no longer visible and only "Other Artwork" is visible at the very left margin of the window. Note however that the artwork images themselves have not moved:

Finally, with the scroll thumb positioned at the far right side of the window, the initially-visible artwork images remain stationary:
